Transitional Living

Operation Independence is a comprehensive program that provides foster youth 15-24 years of age with the support and training that is necessary to become independent and successful adults.

Most American teenagers approach adulthood with a sense of pride and anticipation. Yet, for the 20,000 children that “age out” of the foster care system each year, a sense of anxiety and overwhelming fear is common.

Most youth in foster care find themselves completely on their own and alone at age 18. These children are left struggling to meet basic needs and are at risk for disproportionately higher rates of unemployment/homelessness, substance abuse, and incarceration among other destructive life situations.

Whether in foster care, group homes, transitional housing or living on their own, Operation Independence creates a personal relationship-based plan designed for each young adult’s specific needs.

Transitional Housing Placement Program + Foster Care (THP+FC)

Our Operation Independence program consists of transitional housing for young adults, ages 18-21, who have aged out of the child welfare system, and would otherwise be left to fend for themselves, often with no family or support. These kids need a safety net and coaching to be able to become healthy productive citizens. Each young adult in the program has the opportunity and space to find their footing, with the provision of a safe apartment or home, support to pursue education, work, and develop basic life skills that will equip them to navigate life effectively.

  1. Young adults that are 18-20 years old
  2. Any Non-Minor Dependents in California
  3. Enrolled in school
  4. Demonstrated ability to secure and maintain employment
  5. Must be willing to and able to pay rent (graduated scale)
  • Safe and furnished apartment with pre-selected roommates
  • On-site or off-site Resident Advisor, for 24 hour emergency availability
  • Weekly visits by a case-manager to support progress and encourage areas of growth
  • Supported independent living
  • Financial support for some living expenses
  • Savings Match of up to $250 a month
  • Individual and group therapy
  • Supportive resources and community networks
  • Mentoring and Community building activities
  • Independent Living Skills worshops and 1:1 ILS coaching
  • Job readiness training
  • Monthly rent payments returned at successful completion of the program

Transitional Housing Placement Program Plus (THP+)

  1. Former dependents ages 18-24 years old, who were in out-of-home placement on or after their 18th birthday
  2. Enrolled in school (high school program, college, or a vocation/trade)
  3. Demonstrated ability to secure and maintain employment
  4. Must be willing and able to pay rent (graduated scale)
  • Safe and furnished apartment with pre-selected roommates
  • Weekly visits by a case-manager to support progress and encourage areas of growth
  • Supported independent living
  • Financial support for some living expenses
  • Savings Match of up to $250 a month
  • Individual and group therapy
  • Supportive resources and community networks
